Our Story

Colter HR Inc. provides organizations like yours with human capital solutions where in-house human resources (HR) and labour/employee relations support is not available, practical, or is undergoing transformation.   We also assist larger organizations where the HR department may require temporary or project support.  Our team is able to provide accessible HR and labour/employee relations advice to front-line supervisors, managers and senior leaders, ensuring legislative compliance in employment related matters and providing advice based on HR best practices.

Led by Brock Colter, President and Managing Consultant, Colter HR consists of a team of independent subject matter experts who possess a wide range of intensive HR and labour/employee relations experience at the generalist and senior management level.  This experience includes exposure to a wide variety of business sectors including healthcare, public transit, construction, food services, shelter and public housing, social services, non-profit and government with union and non-union employees.

Our Recent Accomplishments

  • Interim HR leadership for a large healthcare facility, successfully restructuring the HR function and service delivery
  • Interim HR leadership for unionized non-profit organization
  • Developed and implemented attendance management policies and protocols cutting costs by approximately 30%
  • Developed and implemented new master HR policy templates with various clients
  • Provided management training programs across the province increasing management capacity to deal with HR and labour relations issues
  • Representation on management bargaining committee successfully negotiating a 4-year collective agreement
  • Negotiated collective agreements complying with wage restraint legislation
  • Assisted in the implementation of a regional HR service framework
  • Creation and implementation of HR processes and procedures for a growing commercial business
  • Management training programs for various teams improving efficiency and compliance
  • Provided Chief Negotiator for multiple collective bargaining negotiations in 2010 that met client mandates and respective budgets
  • Stepped in for clients at conciliation and reached ratified agreements avoiding labour and service disruption
